Pound chicken breasts between sheets of plastic wrap to about 1/2 inch thickness.
Preheat oven to 400 F.
Chop finely red bell pepper and green onions.
Season both sides of each chicken breast with salt and pepper. Spread about 2 Tbsp of cream cheese on top of each chicken breast. Sprinkle chopped red bell pepper and green onions on top.
Roll up chicken breast carefully, wrap 2 bacon slices around each chicken roulade and secure with a toothpick.
Place chicken breasts in a greased 9 x 13 in. baking dish and bake at 400 F for about 30 minutes, or until chicken is cooked (170 F). Move the oven rack about 6 in. from broiler and broil the chicken roulades for additional 5 minutes to crisp up the bacon if desired.
